- Senior Administrator (Parking) - Bucks
Reporting to the Parking Manager. The purpose of the role is to be an "Authorised Officer" on behalf of BCC. Responding to representations against penalty charge notices; preparing the Council's cases for the Traffic Penalty Tribunal; assisting in representing the Council at personal and telephone hearings and to provide administrative support to the Parking Manager and Parking Team.
Responsibilities:
To respond to representations as per the judicial process.
The post holder will investigate cases/appeals and prepare/process evidence packs for submission to the Traffic Penalty Tribunal and assist in representing the Council with all hearings as necessary.
Liaise with the County Court to administer Witness Statements (or statutory declarations where necessary) and Late Witness Statements ensuring that relevant policies and procedures and maintained and followed.
To deal with witness statements/statutory declarations received from the Traffic Enforcement Centre.
To assist with the compilation of statics and other management information in relation to customer queries or freedom of information requests.
To gain and maintain a working knowledge of the Council's controlled parking policies and Traffic Regulation Order's and all legislation relating to parking enforcement and debt recovery, i.e. the Road Traffic Act 1991. The Traffic Management Act 2004 and the Enforcement of Road Traffic Debts 1993.
To deal with enquiries on all aspects of parking enforcement complying with the Councils Customer Care Standards.
Request refunds of PCNs when required in accordance with Parking Service processes and policies.
Assist in reducing PCNs to Persistent Evaders.
Liaise with outside Debt Collection or Bailiff Agents to resolve disputed PCNs.
Respond to telephone enquiries from customers who may be distressed or vulnerable and decide the appropriate action to progress the debt.
Prioritise and manage own workload and tasks in response to changing demands from management to ensure delivery of individual and team performance targets.
The post holder is to develop good working relationships with all teams within the Department, other service groups and external partner agencies.

Knowledge, skills and experience:
Essential:
High Level of knowledge in Parking Legislation and Traffic Regulation Orders.
Experience in the role of representations and appeals and a high level of understanding of judicial process.
Experience in working within a customer service industry, including dealing with difficult complaints.
Well-developed communication skills and evidence of delivering parking schemes.
Experience of working in a politically led environment.
Desirable:
Experience of parking software programmes.
